People need to remember that there is such a thing as being over qualified for a job.
As far as getting promoted in government jobs, you should further your education if you expect a promotion. Promotions don’t always go to the most qualified person. Very often there are certain educational requirements, especially within government agencies.
Why do people just assume that they should get a raise every year. There is no rule that says people should get a raise every year. If you haven’t become more productive than you were the year before, what reason is there to give you a raise? There is none.
I suggest you stick with one of those government jobs whose benefits probably more than make up for the salary discrepencies. Then focus on getting a better education to advance yourself.
Most call centers are used to high turnover rates. Maybe because of your good employment background they may not think you’ll like the work. In that aspect, this may be why your brother has had more luck with the job. Do your research before sending off a cover letter and resume, and really impress the company with your cover letter. Prior to an interview, make sure that you have also researched the company and impress them by bringing up facts you found on the website (you can easily work these into questions). Good luck to you. I was unemployed for 6 months last year before finding a job that I love. The pay is horrible, but the company is great, there are good benefits, and I enjoy my job. Remember that money is definitely not everything — enjoying your job is important though. I was also turned down for the menial jobs and found it extremely frustrating, but it worked out in the end. Remember that it’s easy to be over-qualified, even without a degree. Your previous work history may leave you over-qualified for some of these jobs.
If the state of MO has a "job coach" program, consider using it. If they are not helpful, it might be worth your while to speak to a professional job (or career) coach for an independent evaluation of your "employ-ability package". If you are being turned down one of two things is likely causing this:
1. You are saying, doing or writing something that causes people to not believe you are the right fit, or;
2. The jobs which you feel you are qualified for are not a good match for your skills, even though you believe they are.
A third way to find out what may be the problem is to apply a reputable agency. Why? Agencies don’t make money unless they put you to work. So their sole focus is to find the best match of skills for their clients (the companies). A good agency will tell you, point blank, why they feel you would not be a good match. Lastly, when you interview, remember to "stay in the now". That means when they ask you what you want to do in 5 years, relate it back to the job in which you are replying. Example: "I want to learn to be the best possible call center rep so I can be more valuable." If you talk about wanting to work at home, taking on a supervisor job, etc.it can be the kiss of death.
It could be any number of things, right down to your experience. Sometimes, companies don’t want to hire if you have a lot of experience because they will be expecting that you will want more pay, benefits, and quite frankly, maybe know a thing or two about your job. It’s also possible that the company can’t hire someone who has a strong government background, for fear of being a whistle blower. In other words, your credentials may look intimidating to the company.
My other thought with the legal red tape is that employers have to keep diversity within their workforce. This may mean hiring "cheap labor," such as those with little or a bad work history. This could be due to any number of reasons such as community placement work programs for those with disabilities, people who reestablishing their lives after imprisonment, and the like. I’m not saying these programs are bad, but those are things that employers do have to keep in mind in order to cover their legal bases.

It very well could be that your personality just didn’t fit the company’s needs, even if you had a positive attitude during the interview.
