Buying a used car in California is "Caveat Emptor" or "Let the buyer beware". What this means is that you make the choice to buy or not, no one is forcing you to do anything. Have the vehicle inspected, if the seller won't allow this, don't buy the car. There are no laws protecting the buyer in a private party sale.
