Your problem is not that there is no one with an HR degree there it is that your owners want to continue to break the law,

HR isn’t rocket science. I can’t imagine why someone would need an HR degree to work in HR. I’d be more inclined to hire someone with an HRCI certification and a BS in any business related subject.
