Well i think you have to be 16 or older 16 being with parental guidence. So for now buy her waxing strips or nair which is a chemical that removes hair. Make sure you buy the one for upper lip. It should be gone with nair and it will keep it off longer. Also its ALOT less expensive and you could also buy smooth away. It was on TV if you recognize it. You can use it on your upper lip. But until shes 16 i would try these.

if i were her i would wait until AFTER teenage years and stick to waxing for now. in teen years hormones are raging and LHR is probably not going to be that effective. 12 isn’t even in teenage years yet. plus you can buy wax strips which are very helpful.
Unfortunately you need to wait until your body has gone through puberty so that the hair that is on your body is your permanent. The hair needs to be dark and thick for laser hair removal to actually work. If you have the treatment done, there is no guarantee that the hair will thin or be removed. Weigh the cost with the possible benefit.
