Yes in the State of North Carolina there are private for hire police departments. They use cars that are outfitted with blue lights (thats what the police use in NC) and sirens and the cars are fully marked. The catch is they only can use them on the property that they have been hired to work on. I’m not sure of all the details but they have full powers of arrest, once again on the property they have been hired to work on. I suspect that they are set up much like railroad police which are state certified police officers working for a private corporation.
I would say no for most places. I would take baby steps and get clientele before you start getting security guards to run lights and siren to an alarm. "Emergency Response" is why we have certified police officers and the E911 system.
