Hi,
Yes, laser hair removal can shrink, kill and seal follicles. The pigment in the hair absorbs the laser light, and converts the energy into heat. The heat is transferred from the hair into the follicle, effectively destroying the follicle. In some cases, the follicle will be completely sealed. At the very least, no hair will continue to grow from a treated follicle, so their appearance will reduce dramatically.
