I do think the dealership told you that you could add your name to the car, but I think they were talking about the insurance so that you could drive it. You have no legal grounds against them and I think you simply misunderstood them.
The only way for your name to be on a title is if you own it…. and the car was sold to your boyfriend. If your credit was bad enough you may not have been able to get the car with your name on it.
Hopefully years from now your boyfriend will transfer the title to you once it is paid off.
I don’t know what your state laws are on this, but in Florida, I can add anyone I want to the title of my vehicle. But… I am not dealing with a financing company or lien holder.

Your boyfriend should’ve been able to have your name put on the title when he purchased the car, whether you are on the loan or not. Yes, HE has to be on it, he is the responsible debtor, but you could also be on it and not be on the loan. Somebody f’ed up in the finance dept. I don’t think you have any legal grounds. The DMV is the DMV… you can’t fight city hall. But… you can ask for help from them in this matter.
Unfortunately, you won’t see that title until the loan is satisfied so, you may not be able to make any changes now, unless his existing finance company can help you out. Worth a shot to ask.
If you can wait until your credit is in better shape, you can refi then, but it’s not really worth the extra high interest rate you may get stuck with just to have your name on the title.
